Established in 1931, the Silver Beaver Award is a national recognition presented for distinguished service to people within a local Boy Scouts of America Council. The recipient must be a registered adult member of the BSA. The selection of the candidates is based on volunteer efforts to scouting, involvement in community activities, and volunteer service to youth outside of scouting. The selection committee was made up of all previous Silver Beaver recipients across all districts within the Suffolk County Council.

In order to be recognized with the Silver Beaver Award, the Scouting volunteer is nominated by his peers and his record of service to the community has to include service to Scouting and Exploring, service to youth other than the scouting program, and any service and affiliation to the community in civic, religious, fraternal, political, business, and professional organizations.
