William Bailey was driving a 1994 GMC Jimmy westbound on W. 21st Street when he stopped at the stop sign at the intersection of West Hills Road at 12:50 p.m. Bailey attempted to proceed westbound on W. 21st Street when his GMC collided with a Yamaha motorcycle that was traveling southbound on West Hills Road.

The number of Congressional districts in New York is being reduced by 2 seats to 27 as a result of the 2010 Census. NY lawmakers were unable to agree on new Congressional districts so the leaders of the Legislature made separate proposals to a magistrate appointed by a panel of federal judges.
